Hackathon Prize Pool Confusion – $11,030 Announced, But Distribution Seems Off

I noticed the prize pool is listed as $11,030, but from the breakdown, it seems most of that comes from the $31 given to each participant (350 winners = $10,850), plus small prizes for top places.

Just to clarify — does this mean every participant will definitely get $31 + perks, and the top winners get the small additional amounts on top? Or is there another way the $11k is being calculated?
